The County Community Safety Investment Fund is related to State Questions 780 and 781.
SQ780 changes classification of simple drug possession crimes from a felony to a misdemeanor. It also increases the dollar amount that determines whether property crimes are a felony or misdemeanor from $500 to $1,000.
With the anticipation of fewer prison receptions for drug possession, SQ781 directs the cost savings from SQ780 to a fund that would be distributed to counties to provide mental health and substance abuse services.
The Rogers County Board of County Commissioners (District 1 Commissioner Dan DeLozier, District 2 Commissioner Steve Hendrix, and District 3 Commissioner Ron Burrows) voted during their regular board meeting to apply for the state allocated funding of $289,173.00.
Additionally, the contract with the State was amended to include an additional $289,173.00 bringing the 2024 and 2025 combined total to $578,346.00.
After the application was submitted and awarded, the funds will support development of a countywide mental health crisis & resource mobile app; provide two specialists at the Amos G. Ward Detention Facility for post-release implementation; juvenile diversion specialist; mental health training for first responders; and a mobile app content manager.
Commissioner Dan DeLozier of District 1, who serves on the newly formed Mental Health Committee, is the driving force behind this application.
